What Is a Flock Camera?

The Short Version

  • A Flock camera is an automatic licence plate reader made by Flock Safety, an American video surveillance company based in Atlanta and founded in February 2018[1]. "Flock camera" has become a generic term for the roadside plate reader, the way "Hoover" became a word for vacuum cleaner, so people often use it for other vendors' hardware too.
  • It photographs passing vehicles and turns them into searchable records. The company says its cameras capture "vehicle make, model, color, location, and time"[2], alongside the plate itself.
  • It is not a speed camera and not a red light camera. It does not issue tickets. It builds a record of where a vehicle has been.
  • The agency that subscribes owns the data, not Flock. The company states that "ownership, title, and interest in the customer data belong to and are retained solely by our customers"[2].

What it actually records

A plate reader is a camera plus software. It detects a vehicle, photographs it, converts the number plate to text, and files that text with a timestamp and the camera's location. One record is unremarkable. The point of the system is the accumulation: thousands of records across many cameras describe a pattern of movement.

Flock's own product page says its cameras capture vehicle make, model, colour, location and time, and it markets a "Vehicle Signature" search built on those attributes[2]. In practice this means a vehicle can be searched for without knowing its plate, using the combination of what it looks like and where it was.

The important number for understanding what a plate reader is for is not the capture rate but the hit rate. A review of agency data by the Electronic Frontier Foundation found that "on average, only .5% ... of license plate scans were attached to a hotlist", across roughly 2.5 billion scans reported by 173 agencies in 23 states during 2016 and 2017[3]. Round it and 99.5% of what these cameras record is the movement of people nobody is looking for. That figure, more than any other, is what the policy arguments are actually about.

What it does not do

Most of the confusion about these cameras is people assuming they are a device they already know.

  • It is not a speed camera. A plate reader records that a vehicle passed a point. It does not measure how fast it was going and does not generate a citation.
  • It is not a red light camera. Those are triggered by a signal phase at a junction and produce an enforcement notice. A plate reader runs continuously against traffic and produces a database entry.
  • It is not a parking or toll camera, though all of these read plates, which is precisely why they are mistaken for each other.
  • Flock says it is not facial recognition. The company states that its "LPR cameras only capture vehicle data" and "do not collect personal information, facial recognition, or anything tied to individuals"[2].

That last claim is the company's own and deserves reading precisely rather than accepting or dismissing. It is a statement about the plate cameras, and there is a real tension with the same vendor's product direction: Flock's FreeForm feature markets searches in "everyday language, such as 'white sports car with a racing stripe'"[2], and we have reported on that capability being extended to searching for people rather than only cars. A system can avoid facial recognition and still be used to find a person, if the description is specific enough and the coverage is dense enough. Those are different claims and it is worth keeping them apart.

Who owns the data, and how long it is kept

Three different parties are involved, and the word "owns" applies differently to each. The camera is generally operated by Flock under a subscription. The subscriber is a police department, a city, a homeowners association or a business. And the records belong to the subscriber: Flock states that ownership of customer data is "retained solely by our customers" and that the company "maintains a limited license to access the customer data for the sole purpose of providing our services"[2].

That matters practically. A resident who objects to a camera, or who wants to know whether their own vehicle was recorded, is asking the agency, not the company. There is no consumer-facing lookup and no opt-out.

On retention, the company's material implies a 30-day baseline rather than stating one outright, saying it "respects existing LPR retention laws and regulations that differ from 30 days". It says a customer wanting longer can be offered "extended retention for up to one year", but that Flock "shall require the agency to first obtain approval from an elected official and/or a governing body"[2]. There is more than one kind of Flock camera

"Flock camera" is not one device. The vendor sells the plate-reading capability in several physical forms, including a standard unit for two-lane roads, a long-range unit for multiple lanes, a relocatable unit, a towable trailer, and a product that converts cameras a customer already owns[2]. It also fields a 360-degree dome camera, the Condor, which DeFlock's identification catalogue records as a general surveillance camera rather than a plate reader[4].

How many are there

Nobody publishes an authoritative count, and the figures in circulation measure different things. The nearest public dataset is crowdsourced: volunteers tag cameras they have physically seen into OpenStreetMap, which held 138,351 features worldwide tagged with a surveillance type of ALPR as of 9 August 2026[5], 127,878 of them in the United States extract[6].

That is a count of what volunteers have found, across every vendor, not a vendor deployment figure and not a complete one. Treat any single number for "how many Flock cameras exist" with suspicion unless it says what it is counting. What DeFlock is explains the mapping project and its limits.
