Norway Imposes Near Ban on AI in Elementary Schools
PM Støre's directive takes effect in August 2026. Lower-secondary students may use AI under teacher supervision. Upper-secondary students are encouraged to use it when appropriate.
TL;DR: Norway will prohibit AI use in primary schools (grades 1-7, ages 6-13) effective August 2026, when students return from summer break. What Norway decided
The directive covers every primary school student in grades 1-7, ages 6-13. AI tools will be barred from classrooms used by those students regardless of subject. Lower-secondary students in grades 8-10 (ages 14-16) may use AI only when a teacher is present and the use is part of a defined lesson. Upper-secondary students, ages 17 and up, are encouraged to use AI when their teachers judge it appropriate to the task.
Støre framed the policy in plain pedagogical terms. "The most important thing in school is that our children learn to read, write and do mathematics," the Prime Minister said when announcing the ban.[3] The directive takes effect when the new school year begins in August 2026, giving Norwegian schools four months to update curricula, retrain teachers, and review classroom tools that depend on generative AI.
The policy lands at a moment when generative AI tools have spread through Nordic classrooms. Norwegian teachers' unions have raised concerns about students handing in AI-generated essays and about the lack of disclosure from vendors that process student prompts. The new policy forces schools to enforce a hard boundary at the primary level while leaving structured room for use in higher grades.
Why now: from tablets to smartphones to AI
Norway's AI restrictions are the third step in a ten-year reversal on classroom technology. In 2016 the Norwegian government announced a plan to issue tablets to every student starting at age five. A decade later, literacy rates among Norwegian ninth-graders declined and PISA reading scores dropped, prompting the policy reversal Støre announced this week.[2]
In 2024 Norway banned smartphones from classrooms. A study by the Norwegian Institute of Public Health later found bullying decreased and grade-point averages rose in schools that enforced the ban.[2] Støre's government has signalled additional measures, including legislation that increases funding for printed books in classrooms, which the June 2026 AI directive complements.
Earlier in 2026 Norway also moved toward restricting social media for users under 16, following similar rules adopted in Australia, France, and Spain.[4] Each step has narrowed the digital surface that vendors can reach inside Norwegian schools and homes.
The privacy footprint behind the policy
Støre framed the ban in pedagogical language, but generative AI tools bring a privacy and behavioral-data footprint that runs through every prompt a student enters. Each query trains downstream models on child-written text. Each interaction creates a behavioral log that commercial AI vendors retain, replay, and resell under terms that change without notice.
Norway's privacy regulator has already flagged children's data as an aggravating factor in GDPR enforcement. Datatilsynet's June 2026 fine against Nordic retailer Elkjop cited the processing of children's data as one of four reasons the NOK 20 million (€1,805,000) penalty landed near the top of the GDPR's statutory range.[5] School districts that allow AI vendors to ingest student writing extend that data surface into the most captive audience regulators have.
The new policy closes that pipeline at the primary level. It does not address data handling for AI tools used in upper-secondary classrooms, where school districts will need to evaluate vendor contracts and data-retention terms on their own. Norway's education ministry is expected to publish guidance for upper-secondary schools before the August implementation date.
How it sits next to EU and US rules
Norway is not an EU member, but its data-protection rules align with the bloc through the EEA agreement. The EU's AI Act will apply its first binding obligations on general-purpose AI (GPAI) providers on 2 August 2026, two weeks before Norwegian students return to school.[6] From that date, providers of frontier AI models must publish training-data summaries, comply with copyright opt-out mechanisms, and report serious incident statistics to the EU AI Office.
Inside the United States, state-level AI rules have moved into K-12 settings through different channels. Colorado's AI Act, as rewritten by SB 26-189 in May 2026, targets automated decision-making tools used for consequential decisions, a category that includes education. Connecticut has enacted a separate AI framework that addresses high-risk AI systems in schools.[7] Neither state has followed Norway's hard primary-school ban. Both rely on risk classification and disclosure requirements.
The three approaches are not equivalent. Norway's rule is narrow (it stops at age 13) and hard-edged (no AI tools permitted in primary classrooms regardless of risk class). The EU framework is broad and provider-focused (it regulates the companies that train and serve models, not the schools that use them). State laws in the United States vary by jurisdiction and lean on disclosure and consent. Schools that operate across all three jurisdictions will face three overlapping rule sets by September 2026.
What comes next
Norwegian schools have until early August to confirm compliance. Teacher-training programs will need to revise digital-literacy curricula to remove AI-in-primary-classroom content. Schools that have integrated AI tutors or writing assistants into primary-classroom workflows will need to retire those tools before the end of the summer term or repurpose them for upper-secondary use only.
For AI vendors, Norway's directive narrows the addressable market in Norwegian primary education to zero. The privacy case for the policy rests on the same logic Datatilsynet applied in the Elkjop decision: children's data merits heightened protection, and absent a specific legal basis, processing that data is unlawful.
If the August rollout succeeds, the policy will become a reference point for other European education ministries debating the same trade-off. The August 2026 EU AI Act deadline for GPAI providers lands in the same week. Both measures will move at once, and the press coverage for one will follow the other.
